I have the honour to acknowledge the receipt of
your letter of the 11th instant, No.4C435, transmitting for
our observation a copy of the War Loan Second Amendment
Ordinance, 1917 of Hong Kong.

In reply, I beg to state that the terms of the
Ordinance appear to us to cover the points raised in our
letter to the Colonial Government of the 8th March, of which
a copy is enclosed, and to meet all the requirements of the
case.
